I suggest that you get your daughter, at a minimum, police-grade pepper spray. The Fox brand is good, and can be purchased on Amazon. Avoid the weak garbage they sell at supermarket check-out lines.
I believe the spray legal in all 50 states, although some states set limits on how big the container can be. And YouTube has some great videos on how to carry and use it. I tell my relatives that it’s no good in your purse. When in a sketchy area, have it in your hand.
