How can a legislative bill tied the hands of the executive within the executive branch? Especially when the legislation requires the signature of the executive in question?

Like I said 95% of the senate and house. I was counting out the dozen or so that actually voted for Trump. You know, the guys that were trying to get to the bottom of our deepstate corruption.
The rest of the party is protecting the swamp.

Never Trumper Flake exacts his revenge on the President before he heads out the door. And if by chance he gets his bill approved in the Senate and concurred in by the House, President Trump will promptly veto it. Flake will go home a loser and the President will still be President.
