I lived and worked in the region around eight years ago, and my co-worker (long-time DC resident) often discussed how DC ‘protection’ worked. The eastern side of DC for years had prioritized and demanded teacher jobs and public housing. The western side (Georgetown area) demanded cops. So the city council had created this Frankenstein-like public system that everyone got something but it was marginal in terms of value.
The problem I see here is if the cops did respond, and it’s a limited ‘show’ in the first two minutes (say one or two cops), then they might overreact, and have to pull weapons out, and there’s some chance of a couple of dead Antifa guys. I suspect no one in the DC City council wants that, and so the cops are on some leash and told to avoid confrontations.

So for now, and in the future, "investigate" is a copspeak in blue controlled areas for do nothing. Obviously, the voters in blue areas would never hold the civil authorities accountable.
Needs to be federal protection for first amendment rights, just like voting rights for minorities.
