I believe it was President Clinton who decided Minnesota was “too white” and started importing Somalians.

I left the Lutheran Church the moment, in 1995, that I started receiving mailings from them detailing how they were moving Muslims...by the thousands to the US. And why it was so dandy. The writing was on the wall.
I sent their mail back “returned to sender” and never looked back. They never got another penny from me.
I had no idea how successful these compassionate *ahem* church groups would be.
I’ve returned to being Catholic and now I’m stuck with a socialist/SJW pope.

I was there when they invaded in the 90’s. They overran the farming town of Faribault in no time flat. Took over all available low-income housing (Granddaughter and son were evicted to make room) and simply made the town their own.

Kind of a side point, but there are quite a few Somali refugee students at a high school near me. And I’ve got a good friend who teaches there. He tells me that the Somalis are being constantly picked on ... by the native-born black kids.
Central Nevada could have been more like home for them.
The sort who hates white people in specific, and the U.S.A in general.

It is possible that thinking was that Minnesota (and Maine) would be the very opposite of a “good fit.” The climate is completely different, the demographics entirely opposite, the numbers of Somalis would be small compared to the locals; the refugees would be compelled to adapt. In a few years, there would be no Somalis, only Minnesnowtans and Down Easteners with dark complexions and funny last names. It was the same social engineering logic which set up Section 8 housing in suburban neighborhoods.
Didn't work then, either. Such bureaucrats, public or NGO, don't understand tribal loyalties and solidarity.
