They can’t just “add” to the pile, at this point that would be highly suspicious
So they are going to replace ballots, R ballots with D ballots

Oddly, GA used to have a state electoral college system for governor. It was called “the unit rule,” if memory serves me correctly.

A recount would be triggered at a lower threshold than a runoff, but not by much. 1% difference for a recount, less than 50% for Kemp for a runoff. Their plan is to get it to a recount where they can work the margin to a runoff.
Currently, Kemp is 50.28% and Abrams is 48.78%. Yesterday Kemp was 50.33%. But there simply aren't any more votes, and if Abrams really wants every vote counted, the uncounted votes now probably favor Kemp more than Abrams. There is a large amount of provisional ballots, but people who cast them had to bring supporting evidence of their registration or ID or whatever caused them to have to cast a provisional ballot by Friday night. That time has passed and the votes garnered by Abrams is likely the reason why Kemp's lead slightly diminished.
This is over, and hopefully Tuesday night Abrams will concede and Kemp will celebrate.
That sentence is contradictory, but as I understand it, the "uncounted votes" are the tranche of provisional ballots that have been disallowed, and some amount of Military and Mail In ballots not yet received or received after county certification.
The controversy comes in where some counties certified before Friday night passed (you know, the normal way during an Election), and that some ballots may have been received after their certification. 89 of 118 counties out of all have already certified. Going back and counting those votes would almost certainly help Kemp.
