What other "rule", outside of confiscation, would have prevented any shooting from happening?

I'm guessing a lot of people are forgetting about the black market from the days of the Soviet Union.

Where there's a will, there's way.

In the meantime, tens of million of legal gun owners didn't shoot or kill anyone today.
