Under what authority can the United State Senate and the House of Reps put an unelected man above the president?

I wouldn’t get overconfident. Graham is an apt reminder that with a Dem House and the composition of the Senate, only a third of the GOP side of the Senate would have to be turned for an impeachment conviction from them.
