It is mostly being done at the state level and each state is different. So look at the renewable standards in Colorado and California.

Next month they are having the COP24 meeting in Poland and they will try to adopt the rules on implementing the COP21 agreement in Paris 2015.

All of this stuff is back loaded and based on falling prices. The price of lithium batteries have fallen from $1000/kwh in 2010 to $200/kwh today and will continue to fall.
