More likely he is up for reelection two years from now and he saw what happened to Corker and Flake. He had serious opposition in the last election. So this is just plain self preservation. He is still any way an open borders, rino traitor, quisling and not to be trusted.
He’s come a long way from voting for McMullin in 2016 and saying

This is barely about Graham, who is not going to suddenly be pro-Trump. Kavanaugh was a Bush-McCain-Romney pick. We’ll see what happens with a nominee from outside the GOP-E orbit.
This is about a number of senators distrusting Sen. Crapo (R-ID) in the Finance chair. There’s little doubt Grassley will be less friendly than Crapo to the wild tax and spend bills the Dems will push out of the House.
