Conservative controlled states need to sanction, arm, and train a state militia completely independent of the federal government. The national guard doesn’t play that role, and private militias don’t have the same power as they did in the past. They’ve been stigmatized and weakened significantly. They don’t have the organization, numbers, or firepower that could be achieved with backing from the state.
Whenever a liberal tells me it is naive to think small arms can defeat heavy weapons (i.e. modern US Army) I remind them about Ethan Allen. In 1775, the siege of Boston by the incredibly powerful British Army was broken, in part, by US artillerymen using heavy weapons (cannons) that Ethan Allen and the Green Mountain Boys, using only muskets, liberated from the English at Fort Ticonderoga.
Well, look who’s talking about using nukes... Someone whose “soldiers” are all tightly clustered into tiny blue targets called cities, and often just neighborhoods, or hoods as they call them.

The US had nukes in Vietnam and still lost. The use of one nuke against American citizens would result in an overthrow of the government and war crimes trials for all responsible.
