That makes sense. Food waste caused by wannabe dine-and-dashers who are too stupid to realize there is no way to get away with it.
My guess is that employees had taken pity and given him the food anyway (just going to throw it away)... and he made a habit of it. Manager got word and tried to shut him down... with the predictable results.
