The thing people don't get about Trump is that a big part of his personality is creative. Not artistically creative (though there may be a bit of that...take a look at his wife and his properties), but innovative.

Most successful people, particularly those who run organizations (like the military in this case) are strong managerial types who are good at working within a system of rules, methods, and procedures.

It is difficult for a guy like Wes Clark to comprehend Trump because they are polar opposites in terms of operating style.

Trump is not a process or procedural kind of guy. His strength is that he is creative enough (and confident enough in his creative ability) to approach a problem without being bound by precedent, rules, and procedures. Trump is an unbridled thinker.

That said, he has plenty of managerial types around him to advise him on the consequences of ignoring specific procedures.
