The only other way to read this is that minorities who were successful enough to make it to the suburbs are too STOOOOOOPID to vote to retain the policies that allowed them to do that.
That is the same behavior that utterly fascinates me about leftwingers fleeing liberal states due to out-of-control taxes and fees. Then only to clamor for it yet again practically upon arrival elsewhere.
