Russia's #KerchStrait actions violated a 2003 treaty that designated the Azov Sea as shared territory between Russia & Ukraine. Russia may well have violated this 2003 treaty. Does it ever matter when they break the rules?

It is pretty obvious that Ukraine violated the treaty. Russia controls the strait, Ukraine is the one who needs to make the notification (any cry-babying about the status of Crimea aside).
