What if he made them Class III? Better question: Can he direct BATFE to coordinate a general Class III amnesty period? Or is that precluded by the 1986 "law"?

What if he made them Class III? Not that I agree, but that is a little more defensible. Can't. They were ruled by the ATF as "machine guns" and as such cannot be added to the National Machine Gun registry thanks to the Hughes Amendment.
The only "legal" option is to turn them in or destroy them.
