That may be true, but the NAFTA negotiations started under President GHW Bush in 1990. The draft was signed in 1992, with pants dropper signing the final monstrosity.

For the record, Clinton signed NAFTA. Written and negotiated by the Bush Administration. It was all ready for Clinton to sign before the defeated, single termer (like Carter) left town.
