South Dakota expects Constitutional Carry with Governor Elect Kristi Noem

South Dakota is a deep red state. It should have passed Constitutional Carry years ago. Constitutional Carry is a reform of gun laws restrictions to approximate the restrictions in place when the Bill of Rights was adopted in 1791.

Actually, it did. More than once. But Republican governor Dennis Daugaard vetoed a Constitutional Carry bill on March 17, 2017.  This wasn't the first time.  It was a long-standing performance. Governor Daugaard vetoed his first Constitutional Carry bill in 2012.  In between, Daugaard was certain to lobby against Constitutional carry and get it killed with legislative maneuvers.

A Governor does not like to veto popular bills. It makes them look bad. It is much better if they can arrange for a popular bill they oppose to die a quiet death by legislative process.

Daugaard was a popular governor. It is too bad he had a phobia against Constitutional Carry.

Second Amendment supporters in South Dakota have another chance, with incoming governor, Republican Kristi Noem. Governor Noem claims to be a Second Amendment supporter. On her campaign website, she says she will support Constitutional Carry. From kristiforgovernor.com:

“The Founders believed our right to bear arms was so important to our country they enshrined it into the Constitution’s Second Amendment,” said Noem. “I believe enacting constitutional carry legislation will further protect the Second Amendment rights of law-abiding South Dakotans.”

Noem is not endorsing any specific Constitutional Carry bill, but supports the policy in principle.

Governor Kristi Noem should sign a Constitutional Carry bill early in 2018. Constitutional Carry has been stymied in South Dakota by Governor Daugaard for five years.

I’ll just say that the new compound has Rattle Snakes, Bobcats and Mountain Lions about.

Open carry seems to be the way to go while out in the “yard”.

Why did he bother to veto it? It was a popular measure.

You have to have serious statist philosophy to veto Constitutional Carry.

He did it twice, and worked to thwart efforts to pass it in between.

As a native South Dakotan and a former lobbyist to the SD Legislature, there are some unusual political dynamics in the state. There are really two states, the eastern part of the state surrounding Sioux Falls is more cosmopolitan, more college educated and more liberal though a long way from leftist. The western part of the state, often referred to as “west river”, is rural ranch country...Noem is from this area. Daugaard is from Sioux Falls and his viewpoint would not be supportive of a Constitutional concealed carry. Noem will likely support a Constitutional concealed carry.

Any explanation, other than “The Second Amendment is outdated” for the hostility of Constitutional Carry in the Souix Falls area?

The Senators elected in a state seldom seem to reflect conservative values in the state.

I believe the Senate should always have been Majority conservative. A majority of states has always been conservative. Why didn't the makeup of the Senate reflect that fact?

The best explanation I can come up with is there are few enough Senators elected each cycle (33-34) that the Progressive Media and allies can focus enough resources to get and keep RINOs or other Progressives in office in those several states, if the population knew there political philosophy.

John McCain is a clear example.

He repeatedly lied, again and again, ran as a Conservative, then ruled as Progressive, for decades. Fully supported by the Progressive media in Arizona and the U.S.

Because Sioux Falls sucks. I used to do projects for the city. Most difficult people I have ever dealt with. They think their sucky town is the most important in the world.

I have numerous relatives living in the rest of the state. Two different worlds

I’m aware of the situation in South Dakota, and in other similar states. I’ve lived in more than a few.

I was simply pointing out that, contrary to your claim, South Dakota is not deep red, not on election day, anyhow.

Just so readers understand “Constitutional Carry” does away with permits. Proud to be a citizen of a state exercising Constitutional rights.
