I believe Trump’s policy is to kick Xi’s ass until he says uncle. So far, Xi hasn’t said uncle. Hence the “tariff man” tweet, in response to the fact that (1) Chinese tariffs on US-made autos haven’t actually gone down and (2) China is putting out the usual PR release about buying US commodities (that they would have bought anyway, and isn’t what this trade war is all about - IPR protection for US companies) as their definition of trade liberalization.

The Chinese government deals with the US as if it were just another less-developed country from which it buys commodity inputs. To change China’s policies, we need to rearrange the country’s face, rather than give it face.
