That is so correct! I live in a small town in the mountain west and know a lot of law enforcement people and not one of these folks would lift a finger to follow "orders" to disarm folks in this town. In fact, I don't believe the military would follow orders to disarm anyone.
That might change if their budgets were made dependent upon compliance. Or if individual officers were offered a bounty (bonus) for each gun confiscated.
