Remember Munich. When the Maine incident occurred, Spain had pretty much lost all of its overseas territories, including 90+% of Latin America. At that point, it was maybe 10% the size of the US.

Today, Russia is almost 2x the size of the second largest country on Earth (Canada). Its continual expansion despite its gargantuan land holdings means that its territorial ambitions are insatiable.
