Tijuana will probably do (is probably doing) what many other Cities and States in Mexico have done when faced with hordes of migrants - load them on buses toward another point on the US border, to let them cross.
A few hundred of them sowed up in El Paso a few days ago, in suspiciously busload-sized groups.

We need to be very vigilant along the border these days.
They may be dispersing across the border, but they are still coming in.
