If the funds are coming from the feds, presumably the feds can put contingencies on them. That’s where the feds get their paws all over everything the states do.

I realize that that is what they do, however, I have yet to be shown the constitutional authority delegated from the states to do so.

There’s not a federal obligation that the feds send such money at all.
