What was the reason the EPA gave for banning these?

Couldn’t pass the new diesel emissions requirements. You can only import them if they’re certified as being antiques.

There’s a guy in Canada who imports them there (apparently the Canadians don’t have the same standards). He turns them into “air compressors” that are then importable to the U.S., and then sells a conversion kit separately to turn it back into a diesel. That makes the importation legal, but the use is still illegal.
