My best guess is Trump is very confident this Russian nonsense has zero effect on him. As such, he’ll let Mueller continue to chase people like Cohen and Manafort. Will he risk pissing-off the intelligence deep state with a document dump?

Or a more likely case is that Trump knows if he orders the release, they will not follow the order. That would weaken Trump considerably if it is shown he has no control over the executive branch. Sure, a bunch of us will be pissed off. But in the end, congress will support the deep state over Trump every time.

My best guess is POTUS has no choice. His party doesn’t support him and in fact often undermines when they give top cover to the Mueller Coup. He’s saving the docs for when Mueller indicts Don Jr., IMO.
