Oversight and rules for Government employees must be very relaxed or maybe non-existent!

Since the Deep State in the DOJ and FBI would want to adulterate or lose the files, the files may have been compromised on the first two times they were submitted. It’s a chain of custody problem in the federal law enforcement. If the good guys thought that could have happened, they would ask for it again to be sure.
Having to ask 3 times is a sign of the battle going on inside the DOJ and the FBI.
I think one would get the message after evidence of this nature was lost three times.
