The military brass have no say in how the money is going to be used, the President can decide that something is a defense issue and use the military to address it.

A wall works if it is contiguous and continuous. If a home has 3 outside walls instead of 4, it will not stop intruders. We need a full wall, all the way across the border. Otherwise we are just redirecting the flood to other gaps and will eventually drown as a nation.
