Scattering mines from the air won’t do the job: a planned area denial system requires concealing the mines - both antivehicle and antipersonnel - and accurately mapping where they were emplaced so they can be removed at some later date without killing your own people. Minefields have to covered by fire to prevent the bad guys from just digging them up. I have disarmed several hundred mines during my military career.
