The old National Lampoon had a great story about this - the Sec. of Transportation under Nixon watched as Agnew left then Nixon left and had the national speed limit lowered to 55 then to 15 in order for more time to lapse so his evil plan could be hatched - he was something like 13th in line of succession. Funny stuff (at the time).
