Money quote right there. These freaking people in the swamp are raiding the Treasury and not a single bureaucrat sees the inside of a cell. Way past time to water the tree a little.

They wont see the inside of a jail cell, as what they are doing is not illegal.

Congress, for decades, has either directly or indirectly granted the Executive Branch broad discretion in how funds are spent. As the author notes, this loose language has allowed every administration to quite legally shuffle funds around.

The Congress created this situation as it has allowed them to avoid making tough choices, only they have the authority to fix it.
