I never heard of anyone mentioning the “Vest pocket veto” possibility.
If the CR submitted does NOT have the full 5 Billion Wall funding, I believe PDJT will veto in the most offensive way to Rats Pelosi and Schumer.
That may be vest pocket dismissal of the Rats.

The President has ten days to sign or veto a bill. If he does not not veto a bill within the ten days, it becomes law, unless Congress adjourns for the session within that ten days. Congress must adjourn before the new Congress takes office on 3 January, 2019. So, in Congress doesn’t present President Trump with a bill on or before 23 December 2018, then he doesn’t have to veto it for it to fail to become law.
I dont think that matters. For that to matter, I think it needs to sit as a bill on the presidents desk for ten days unsigned. When the needed funds need to be there in one day, theres nine more to go.
Not signing a one day before needed bill is like a veto, anyway.
What I said is true for when Congress is out of session and has no one to receive the vetoed bill.
Otherwise, it, in fact, does become law.
