Yes. Also, anyone who is in government has a huge conflict of interest against doing anything that reduces their power or decreases their chances of holding on to power. This works perfectly for the Democrats, since they support and want the government to have enormous power. It is, however, in stark conflict with the Republican platform of limited government. To do what they say they want to do is to reduce their own power. This, in my opinion, is why when they aren't in power they say all kinds of things about what they're going to do, but when they have power they don't act.
