The Holy Family escape the slaughter and are told by an angel to return to Israel once Herod is dead.

What people today forget, or probably do not know, is that the ‘fleeing from Judea to Egypt’ was not going from one country/nation to another. Both Judea and Egypt were part of the Roman Empire, each with Roman administrators and following Roman law. Thus ‘fleeing from Judea to Egypt’ was NOT going from one country to another but going, in American parlance, they were merely moving from one state to another, e.g. leaving California for Texas or from Maryland to Indiana.

After His birth and the arrival of the Wise Men about a year later, when he and his parents were living in a house, Joseph had a dream and fled Israel for Egypt with his family. At that time he and his parents were refugees, but I doubt that is what she was referring to.
