Sending a radio signal to test remote control is not a very useful test. Radios generally work. What NK has not tested is actual missiles. Without such testing, missiles can easily veer off course, fail to make their range, etc. The chance of NK being an accurate threat was small to begin with. Without testing the chance is close to zero.

The population of that country won’t see the advantages of free world cultures in a day, nor will its government allow it to do so all at once. Their exposure and consideration of cultural changes will take time. They must the be ones to decide. And yes, this has everything to do with de-nuclearization.
