The funny thing is that back in Feb 2018, a bipartisan group of Senators had a package with $25B for border security and a plan to help the Dreamers. The White House rejected it. Now the offer is $5B and a plan to help the Dreamers.

Yes, they rejected it because it didn't contain the other provisions that Trump wanted.

- Ending chain migration

Also, the Dreamers would have gotten only permanent residency (green card), rather than a pathway to citizenship.

There were a ton of holes in that plan, including (but not only) that the $25B was just a promise to spend that much over ten years.

A limited DACA deal and $5B immediately might be a better deal. It all depends on the details.
