Another possibility is the concierge was saying “yes, sir! yes, sir!” and as soon as Cohen was out of sight he reported the incident to the police. The FBI gets a video from Cohen showing the concierge and the police have a report and ID of Cohen from the concierge.
This is certainly possible. The whole this is America line is something I would expect of a man struggling to hide his disgust.
That said he had the phone number of a lawyer on hand to deal with disgusting people doing disgusting things.
Always a possibility, and one I, and probably most of us, would rather believe than think fellow human beings could be as evil as they would have to be for the reverse to be true.
But WWII, even if no more recent events, taught us that, yes, sometimes people are that vile, and many who should say or do something will just turn their eyes away.
