The U.S. military plans to scale back its role in Somalia and curtail airstrikes against al-Shabab insurgents after having taken out many of the group's senior operatives, two senior U.S. officials told NBC News, the latest signal the Trump administration is looking to cut the number of troops deployed around the world.
The move reflects an assessment by the administration that while the Shabab insurgency remains a threat to the Somali government and neighboring countries, it does not pose a direct danger to the U.S., current and former officials said. And it follows President Donald Trump's abrupt announcement last month that he had ordered U.S. forces out of Syria and asked for plans to be drawn up for a possible drawdown in Afghanistan.
At the start of his term, Trump initially deployed additional troops to Somalia and gave commanders more latitude to call in air power, opening the way for an increase in bombing raids against Shabab militants waging war against the Somali government.

We went into Somalia when GHW Bush was prez for humanitarian reasons and then the Liberal Interventionist Bill Clinton shifted the mission into nation building which resulted in Blackhawk Down.
You could also say that the antiwar pacifist democrats are natural allies with the rightwing republican isolationists. If you look at the Senate Foreign Relations Committee, those two anti war dems and Rand Paul always vote the same way.

It is unlikely that 10,000 Russian tanks will spearhead an invasion of Europe. The USSR and the Warsaw Pact are long gone. And besides, the Poles did a pretty good job against the USSR in 1920 (with the help of some volunteer US pilots).
Americans in general have grown very tired of losing their sons and daughters on never ending s***hole patrols. The native S***holers, aside from those making a tidy profit off our presence, would prefer us gone too. No immediate national interest ... no reason to be there.

Those foreign bases won’t matter a hill of beans when you and your family are starving, while trying to survive post apocalyptic America.
All of what you say could well be true based on the current paradigm. There are advantages to forward deployment.
However we need to move to the point where we can remotely launch and break what’s needed. Lower cost precision remote detonation of any place in world with none of our humans in harms way. Humans in total control of the machines and the machines doing our dirty work for us. That’s where this is headed and it certainly won’t take place tommorrow. But we need to be on the forefront of it and start inching in that direction.
