Criminals and the permanent gimme class (same thing) would still pay nothing in taxes.
The only way to ensure that truly everyone has skin in the game, is to replace the income tax with a national sales tax.
If you want examples of why a national sales tax is a bad idea, just look at the VAT tax in Canada, UK, and most of Europe.
