If you are in this country without the proper permission, whether by overstaying a visa or sneaking in, you have committed a FEDERAL CRIME. IF you sneak into the country, the first thing you have to do to actually exist and live in society, after your initial federal crime, is to commit fraud by using a false identity in some way (Fake Birth Cert., stolen SSN, SSN of an infant....). Either you steal somebody's info or you create an identity that will get you a Driver's License in CA. That will get you a bank account. Then you can rent an apartment and get a credit card. NOW you qualify for government benefits because you have history. It's all FRAUD and felonies.

Trump was referring to ILLEGAL immigrants, and more specifically, in the context of the Wall, Illegal Immigrants who also ENTER ILLEGALLY, as opposed to visa overstays, for example - as those people are at least screened before entering.
