I believe the reason President Trump didn’t do this shut down when the Republicans ran things was because Paul Ryan had promised him that he would begin impeachment proceedings.

I believe the reason President Trump didn’t do this shut down when the Republicans ran things ... Uh -- this shutdown DID start when the Republicans still controlled the House and Paul Ryan was still the Speaker.
