Any permanent member of the Security Counsel could veto the proposal. I doubt if Russia, England, or the United States would agree.

The Germans achieved with their economy what they could not accomplish by force of arms. They essentially rule Europe.
Despite being continually undercut and underfunded by the political class, the Bundeswehr has been ordered to expand from 175000 up to, IIRC 220k personnel, by 2024. Difficult considering that theyre missing their current recruiting goals. Only about 1/3 of Leopard 2 tanks are operational. Similarly poor numbers with other armor and helicopters. A Tiger attack helicopter crashed in Mali last year, killing the crew, because the rotors flew off in-flight. And remember that incident a few years ago when German soldiers showed up for a NATO exercise armed with tactical black broomsticks? Bundeswehrs party line was that those troops were unarmed because they were SUPPOSED to be unarmed. Could be true...?
Not to be kept down, those industrious Germans have had multiple Dutch brigades integrates into German command, as well as the Romanian 81st and the Czech 4th, under the Framework Nations Concept. I may be wrong but Im pretty sure Germanys only contribution has been a naval minesweeping unit placed under Dutch command for a couple of years. The Bundeswehr is also looking to recruit among non-German Europeans, primarily Poles and Eastern Europeans.
The EU Treaty is just Germany’s plan to dominate Europe with bureaucracy instead of tanks.
