I think the Wall must be government owned - it's an integral part of the government's duty and responsibility, and it must be manned and maintained by the government.

Me too. For one thing it will show how private enterprise can build a wall for a whole lot less than what the government will spend on a wall.

Nothing like a little competition to keep our monopoly government honest.
