MAYBE 10% of the electorate sees the shutdown as a big issue.
While the border wall is the great question of the day, and everyone thinks it’s important one way or another. It’s crystallized, binary and symbolic of two different world views.

The RATs' sole objective is to deny President Trump a win, no matter what the cost. Nothing else matters.
Why do they even ask people who didn’t vote? If only a third of the country voted, then their opinion is the only one that matters.
