They get counted... for the number but NEVER for what they are... which is NOT citizens and NOT LEGAL Voters.
Judge just ruled against asking their citizenship. Something which has been asked... many times in the past on the US Census.
“OK, you’re here— what are you, are you a citizen whom we should support with US tax dollars?” Simple question, and perfectly Constitutional— it is in there, particularly citizenship.
Of course, for over 2,000 years the most basic goal of a census is to count the citizens, until Obama came along trying to sabotage the country.
