USC Title 10 requires the Army to maintain a fleet of organic watercraft (and aircraft) necessary to perform its mission.

In 2014, the Army had 118 watercraft. They're selling off their existing landing craft because they're old and worn-out and designed for a different era. In 2017 they let a contract for 36 new landing craft that will be a better complement to the new, heavier, armor-laden vehicles. Behemoths like the 74-ton M1 tank aside, the batteries the Army takes to war now weigh more than the small arms ammunition did in WWII.

Everyone on Free Republic are qualified to be the Secretary of Defense. Not everyone gets a chance to serve in that position, but they are ready. And, they have opinions of how to do it, even if they have never heard of the Transportation Corps who have the mission of moving army men and their stuff from Point A to Point by land, water, and air. I used to have a shoe box where I kept my army men and all of their stuff, my own Transportation Corps.
