Wouldn't a hard Brexit simply cancel all of the EU agreements? How could they be enforced anyway if the UK is no longer part of the EU?

The fishing problems are self-inflicted, since the UK sold its EU fishing quotas to the highest bidders (didn’t have to do this) who were mostly French and Spanish.
