Huawei Technologies Linked to Chinese Communist Party, Intelligence Services

Huawei Technologies, the global telecommunications giant at the center of an international diplomatic battle, is a major target in the Trump administration's campaign to halt China's theft of American technology.

U.S. intelligence agencies have linked the company to both the Chinese military and civilian intelligence services and the Justice Department is now seeking to prosecute the company's chief financial officer, Meng Wanzhou, for violating American sanctions law.

Meng, also known as Cathy Meng and Sabrina Meng, is wanted by the FBI for her role in a scheme to illicitly move hundreds of millions of dollars for Iran through a Huawei front company in what prosecutors say was a bid to circumvent U.S. financial sanctions on Iran.

Publicly, the Trump administration denies the arrest of Meng on Dec. 1 in Vancouver is linked to the ongoing international trade talks aimed at curbing Chinese unfair trade and technology theft practices.

However, privately officials acknowledge the targeting of Huawei is part of a larger campaign applying pressure on Beijing on several fronts.

In addition to prosecuting Huawei, the administration in December indicted nine Chinese nationals for their role in a major cyber economic espionage operation against American companies.

Canadian authorities arrested Meng at the request of the Justice Department, triggering a diplomatic dispute that prompted China to detain 13 Canadians who are being held on various charges.

Beijing upped the ante in a bid to force the Canadian government to release Meng, announcing this week that it has imposed a death sentence on a Canadian national for allegedly taking part in international drug trafficking conspiracy.

Federal prosecutors in the Eastern District of New York issued an arrest warrant for Meng in August, following an investigation into several banks involved in financial transactions with Iran.

Any major company in China, including US companies operating there, will be intertwined with Chinese military and Chinese communist party. If you want to operate there it goes with the territory.

This is very different. You know how the James Bond character in Ian Fleming’s novels used to identify himself as an employee of Universal Exports, a front company with nothing but an MI-6 switchboard with a full-time telephone answering service manned by MI-6 receptionists behind it? Chinese spy agencies are using Huawei, a real company with real products, as their front company, their version of Universal Exports to conduct covert operations, including sanctions-busting.
