In a letter to the heads of all federal agencies and departments, acting Office of Management and Budget Director Russ Vought told officials that Trump asked him to explain these temporary policies regarding “legislative branch travel.”

 

Question. How can the Executive Branch dictate what the Legislative Branch can and cannot do?

Is it because Air Force travel falls squarely under the Executive Branch? What if Piglosi chartered a private plane on her government expense account?

I'm glad Trump did this, and evidently he has/had the authority to do so, but how?

What am I missing?

Legislative branch doesn’t have travel vehicles...ie airplanes. They have use of military vehicles and military airplane which is under of course the executive branch, the President. Legislative can use their own private vehicles and/or pay for their own travel

I would guess that what’s intended is that, if Congress wants to waste money on junkets, it has to do it on its own dime and not use DoD/executive branch. Sure, they can just vote themselves move administrative funds, but they’re going to have to explain that ...

My guess is that after Pelosi's delegation had their Air Force trip canceled yesterday, they went and chartered an aircraft through one of the Federal agencies that oversees a lot of international travel -- probably the U.S. State Dept.

This is why their political spin today was that they arranged for a "commercial" flight instead, but canceled the trip after the U.S. State Dept. "leaked" their travel plans.

They never had any intention of flying a real commercial flight over there.

Legislative can’t use Executive airplanes. Simple as that.

perhaps it is because he is the CIC and therefore has complete (?) control over the military??

President Trump barred the use of Executive branch funds for legislative travel. They’re free to spend their own money. Of course that begs the question of why is the Executive branch paying for in the first place.
