Do not doubt that if he declares a national emergency that the unhinged Left may well use that as grounds for impeachment, citing it as an attempt to violate the role of congress, something like that that they will call a “high crime” and get a small army of law professors to back them up. it would be a distraction at best and an actual constitutional crisis at worst. He wants to avoid that of course.
