I believe you are right.. the democrats would much prefer Trump tho do this on his own. That way they could not say that they agreed. It looks as if Trump must declare a crisis.
Sen McConnell was against Pres Trump for so long and worked against him and as such even if he is trying to work towards the better, it’s going to take quite a while for trust to build back up.

Sen McConnell needs to stuff as many judges and other Federal appointments as possible down the path.
He *really* has to work double duty to correct his earlier slowness.
The Dem True Believers promised big things would happen after the midterms but it’s hard to control everything from one house of congress. They are not going to compromise unless the voters demand it.

Thinking about it some more...this could be a great move by Trump.
What I mean is this. Now that Trump has offered a compromise, if the Dems turn it down, Trump can build the wall by emergency power and then just not do anything for DACA. Dems chose to pass, so it is what it is.
