Regardless of the purpose behind the 14th Amendment it does say that people who were born in the United States are, with few specific exceptions, citizens of the U.S.

The operative word is citizen. Section one grants citizenship to anyone born in this country that is under our jurisdiction. It is not limited to slaves.
